Title: “Same System, Same Results: A Century of BC Forestry Without Structural Change ”

Abstract: British Columbia has undergone decades of forestry reviews, commissions, and administrative adjustments, yet outcomes on the ground have remained remarkably consistent. This talk examines BC forestry history through a structural lens, tracing how tenure-based, volume-driven management became entrenched and why repeated review cycles – ranging from policy revisions to AAC adjustments and tenure reallocations – failed to alter results. The presentation situates current forestry challenges within this longer historical pattern and briefly introduces the New Forest Act as a proposal grounded in those lessons.

Bio: Jennifer Houghton is Campaign Director for the New Forest Act project with the Boundary Forest Watershed Stewardship Society, a grassroots citizen-led organization based in Grand Forks, BC. She co-authored the New Forest Act legislative framework. Her work focuses on educating the public and government about the structural problems in BC’s forestry system and the changes required to improve outcomes for forests and communities. This work includes analysis, public presentations, and plain-language video commentary on current forestry issues.
